The City of Philadelphia Streets Department paved and installed lighting along the 1.2 miles of Schuylkill River Trail along what is now Schuylkill Banks from Locust Street to Martin Luther King Boulevard in 1999. The paved trail opened to the public in 2000, welcoming walkers, runners and cyclists to the tidal Schuylkill.

In most areas, this trail segment is 11 or 12 feet wide, allowing for many different recreational and commuting uses, including bicycling, walking, running, rollerblading and skateboarding.

Design of this trail section was provided by the Delta Group, a local civil engineering and landscape architecture firm with offices overlooking the trail.

Funding for this trail paving project was provided by a $6.7 million federal ISTEA grant with the City providing match funding.
